Leveller
Leveller is a great, reasonably priced program that lets you paint mountains and valleys with a Wacom tablet. It exports to WCS format, so I did a lot of back and forth between the two getting the terrain just right.

Leveller is, unfortunately, a Windows only program. It was the reason I bought my first Windows PC.
